2 possibilities. either they are part snake. or the light source is over there and they aren't getting enough of it so they are trying to get closer. cannabis is really light hungry.

You should consider getting both in individual pots and burying those those to where the stems about halfway from the first leaves (cotyledons). Like tomatoes, they will produce roots and the stem will thicken.

I want to replant it I was afraid I’d damage the roots ….unless it’s a better way to do it

Be as gentle as possible, looks like you started in peat pods so I would gently get as much around that with a small shovel and burying her down some, just moisten the soil before placing her in. if you have some Mycorrizal use it inside the hole and a little on the transfer pod. They should survive. if you let them go like they are, they may just die off.
